which we have reason to believe, from general complaint, and from documents
before the house, are already too
much loosened.
Your committee, actuated by such reflections, naturally
examined into the immediate demands on the government,
and its resources to pay. The present funds are only £.
2,299 5 9, and there is no prospect of any receipts
before the first of January next, when this sum, added to the amount
of dividends then due, (excluding
the interests from the city of Washington, amounting to £. 2,812
10 0, on the puctuality of payment of which,
at this critical moment of providing for the permanent residence of
congress, they would not wish to rely,)
will not exceed £. 6,038 8 3, long before which time, it is to
be presumed, the state will be under the honorary,
and indeed indispensable obligation, to pay more than £. 11,000.
Two resources presented themselves to your committee,
to dispose of part of the 3 per cent. stock of the state,
or emit certificates; the latter measure they could not consent to,
for, exclusive of the inconvenience to others,
and disgrace to the state, that might result from a stoppage of payment
with such disposeable funds, it naturally
occurred, that no member could for a moment admit the idea of issuing
certificates, without providing certain
funds to redeem them, and in that case those funds might be appropriated
to replace the stock, in a manner much
more advantageous to the public. They therefore submit the two
following resolutions, proposing to offer ulterior
measures for providing against and remedying future deficiencies.
RESOLVED, That the agent of the state be and he
is hereby authorised and empowered to dispose of 20,000
dollars of 3 per cent. stock of the United States belonging to the
state of Maryland, the proceeds whereof to be
lodged in the treasury, subject to the disposal of the legislature,
and that the amount of the said proceeds be revested
in the said agent by purchase of 8 per cent. stock of the United States,
out of the first unappropriated monies
that may be received by the treasurer of the western shore, who is
hereby authorised and directed to advance
the same; for which services the said agent shall be allowed a commission
at the rate of ------ per cent.
RESOLVED, That the agent of the state be and he
is hereby authorised and empowered to dispose of the right
which this state has reserved to subscribe 200 shares of the capital
of the bank of Baltimore, and that the proceeds
thereof be lodged in the treasury, subject to the disposal of the legislature;
for which services the said
agent shall be allowed a commission at the rate of ------ per cent.

Which was read.
A petition from Martha Howard, of Anne-Arundel county,
praying the legislature to accept her bond, with
approved security, for the payment of certain state claims, was preferred,
read, and referred to Mr. Nelson,
Mr. Harwood and Mr. Johnson, to consider and report thereon.
On motion, the question was put, That leave be given
to bring in a bill to alter and amend the 14th, 15th,
16th, 18th and 19th sections of the constitution and form of government?

On motion, Leave given to bring in a bill further supplementary
to the act, entitled, An act for the better
administration of justice in the several counties of this state.
ORDERED, That Mr. Montgomery, Mr. Lowes
and Mr. Edmondson, be a committee to prepare and bring in the same.
Mr. Montgomery, from the committee, delivers to the
speaker the following report:
THE committee to whom was referred the petition of Thomas
Renshaw, of Harford county, report, that they
have taken the same under consideration, and submit the following resolution:
RESOLVED, That the treasurer of the western shore credit
the account upon the treasury books against
the said Thomas Renshaw, with the amount of the same, and also issue an
order to the register of the land-office,
to make out and issue a patent to said Thomas Renshaw, for part of a tract
of land purchased by him of the
intendant, and called and returned by said intendant as part of Wheeler's
Leases, agreeably to the certificate of
survey signed by the surveyor of Harford county; provided the said Thomas
Renshaw make it appear, to the
satisfaction of the said treasurer, that he has paid to the sheriff of
Harford county, or his deputies, the amount
of the debt, interest and costs, endorsed on a writ of fieri facias issued
upon a judgment obtained in the general
