On motion, Leave given to bring in a bill to enable
the mayor and city council of Baltimore to introduce
water into the said city. ORDERED, That Mr. Smith, of Baltimore,
Mr. Montgomery and Mr. McCulloch, be
a committee to prepare and bring in the same.
A petition from Samuel Couden, of Cæcil county,
an alien, praying a confirmation of his title to certain lands,
was preferred, read, and referred to Mr. Gilpin, Mr. Miller and Mr. Forman,
to consider and report thereon.
Mr. Wilson, from the committee, delivers to the speaker
a bill, entitled, An act for the relief of Henry King
and Philip Stover; which was read the first time and ordered to lie on
the table.
Petitions from Ignatius Boone, of Prince-George's county,
John S. Kingsmore, George Leggett, of the city
of Baltimore, and Charles Baker, of Talbot county, praying acts of insolvency,
were preferred, read, and referred
to the committee appointed on petitions of a similar nature.
A memorial from sundry creditors of Worthington and
Troup, counter to their petition, was preferred, read,
and referred to the committee appointed on the petition to which it is
counter.
The bill to alter and change the time of holding the
county courts of Baltimore and Washington counties,
was read the second time by especial order, passed, and sent to the senate
by the clerk.
Mr. Worthington, from the committee, delivers to the
speaker a bill, entitled, An act authorising Cornelius
Howard Gist, late collector of Baltimore county, to complete his collections;
which was read the first time and
ordered to lie on the table.
The report on the petition of David Kerr was read the
second time, the resolution therein contained assented
to, and sent to the senate by the clerk.
Mr. Smith, of Baltimore, from the committee, delivers
to the speaker the following report:
THE committee to whom was referred the petition of the
merchants, retailers of dry goods in the city of
Baltimore, report, that they have taken the same into consideration, and
are of opinion that the mayor and city
council of Baltimore ought to have power and authority to license and regulate
hawkers and pedlers within the
city and precincts of Baltimore.

put, That the house concur therewith? Determined
in the negative.

of surveyors in executing warrants of escheat in
certain cases. ORDERED, That Mr. Johnson, Mr. Dashiell and Mr. Mercer,
be a committee to prepare and
bring in the same.
The bill to confirm the proceedings of the levy court
of Talbot county respecting a road therein mentioned,
was read the second time by especial order, passed, and sent to the senate
by the clerk.
Mr. Orrell, from the committee, delivers to the speaker
a bill, entitled, A supplement to the act, entitled,
An act for the relief of the poor of Caroline county; which was read the
first and second time by especial order,
passed, and sent to the senate by the clerk.
A petition from Adam Showers, and others, of Baltimore
county, elders of the presbyterian and lutheran
congregation, praying to be incorporated, was preferred, read, and referred
to Mr. Worthington, Mr. Love
and Mr. Smith, of Baltimore, to consider and report thereon.
The bill authorising Cornelius Howard Gist, late collector
of Baltimore county, to complete his collections,
was read the second time by especial order, passed, and sent to the senate
by the clerk.
A petition from sundry inhabitants of Charles county,
praying a sum of money may be levied on said county
for laying out a road through Zachia Swamp, was preferred, read, and referred
to Mr. McPherson, Mr. Chapman
and Mr. Stuart, to consider and report thereon.
Mr. Thompson, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petitions of
the constables of Queen-Anne's county beg leave to
report, they have taken their case into consideration, and are of opinion
that leave ought to be given to bring in
a bill relating to constables and constables fees.

the following report:
THE committee to whom was referred the petition of Samuel
Couden, of Cæcil county, report, that they
have taken the same into consideration, and are of opinion that the prayer
of the petitioner is reasonable, and
ought to be granted.

A petition from Richard Britton, of Baltimore county,
praying compensation for a negro man condemned to
be hanged, which sentence was commuted to banishment, was preferred, read,
and referred to Mr. Smith, of
Baltimore, Mr. Street and Mr. Love, to consider and report thereon.
The report on the petition of the constables of Queen-Anne's
county was read the second time, concurred
with, and leave given to bring in a bill pursuant thereto. ORDERED,
That the committee appointed on said
petition prepare and bring in the same.
