    A petition from Philip Hardcastle, of Caroline county, praying he may be authorised to open a road from his
grist mill to the Nine Bridges, was preferred, read, and referred to Mr. Mason, Mr. Orrell and Mr. Douglas,
to consider and report thereon.
    On motion, Leave given to bring in a supplement to an act, entitled, An act for the relief of sundry insolvent
debtors.  ORDERED, That Mr. J. Cresap, Mr. Johnson and Mr. Nelson, be a committee to prepare and bring
in the same.
    Mr. Simkins, from the committee, delivers to the speaker a bill, entitled, An act to appoint a trustee to Elizabeth 
Yantz, of Allegany county, and for other purposes therein mentioned; which was read the first time and
ordered to lie on the table.
    The clerk of the senate delivers the resolution in favour of Richard Waters, and others, endorsed; " By the
" senate, November 15, 1800:  Read the first and second time by especial order and assented to.
                                                                " By order,                                                    W. S.  GREEN, clk.
And the bill declaring a road or street leading from the Reister's-town turnpike road to intersect Howard-street
a public highway, endorsed; " By the senate, November 13, 1800:  Read the first time and ordered to lie on
" the table.

" By the senate, November 15, 1800:  Read the second time and will pass with the proposed amendment.
                                                                " By order,                                                      W. S. GREEN, clk.
Which amendment was read.

The house adjourns till Monday morning 9 o'clock.

M    O    N    D    A    Y,    November 17, 1800.

    THE house met.  Present the same members as on Saturday.  The proceedings of Saturday were read.
    A petition from Philip Stover, of Frederick county, an alien, praying a confirmation of his title to certain
lands, was preferred, read, and referred to Mr. Nelson, Mr. Shriver and Mr. Wilson, to consider and report
thereon.
    Petitions from Peter Burrell, of Washington county, John Kernes, Philemon Blake and Joseph Everitt, of
Queen-Anne's county, praying acts of insolvency, were preferred, read, and referred to the committee appointed
on petitions of a similar nature.
    The report on the petition of Henry King was read the second time, concurred with, and leave given to bring
in a bill pursuant thereto.  ORDERED, That the committee appointed on said petition prepare and bring in the
same.
    The report on the petition of sundry inhabitants of Worcester county was read the second time, concurred
with, and leave given to bring a bill pursuant thereto.  ORDERED, That the committee appointed on said petition
prepare and bring in the same.
    A petition from Joshua Jarboe, of Saint-Mary's county, praying a return of money overpaid into the treasury
for certain confiscated property, was preferred, read, and referred to Mr. Millard, Mr. Leigh and Mr. Hyland,
to consider and report thereon.
    A petition from sundry inhabitants of Washington county, praying an act may pass establishing an additional
election district in said county, was preferred, read, and referred to Mr. Cromwell, Mr. Dashiell and Mr. Cellar,
to consider and report thereon.
    Mr. Mason, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of the proprietors of the unimproved parts of the marsh
and branch known by the name of Long Marsh, lying in Queen-Anne's and Caroline counties, beg leave to report,
that they find the facts stated therein to be true, and are of opinion the same is reasonable, and ought to
be granted.

Which was read.
    A petition from the Snow Hill presbyterian congregation, praying to be incorporated, was preferred, read,
and referred to Mr. Wilson, Mr. Smith, of Baltimore, and Mr. Gunby, to consider and report thereon.
    Mr. Nelson, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of Philip Stover, of Frederick county, report, that they
have taken the same into consideration, and finding the allegations therein stated to be true, are of opinion that
the prayer of the petitioner is reasonable, and that an act ought to pass agreeably thereto.

Which was read.
    The speaker laid before the house a report from the trustees of the Washington academy, in Somerset county,
which was read.
    ORDERED, That the same be referred to the committee appointed on the report of the trustees of Frederick
county academy, to consider and report thereon.
