24            VOTES and PROCEEDINGS, November Session, 1800.

    On motion, Leave given to bring in a bill to pay the civil list, and other expences of civil government.
ORDERED, That Mr. Worthington, Mr. Quynn and Mr. Goldsborough, be a committee to prepare and bring in
the same.
    On motion, Leave given to bring in a supplement to the act, entitled, An act to prevent the going at large of
swine within five miles of the city of Baltimore, in Baltimore county.  ORDERED, That Mr. Stansbury, Mr.
Worthington and Mr. Mason, be a committee to prepare and bring in the same.
    The report on the petition of Richard Waters, and others, was read the second time, and the resolution
therein contained assented to.

 
S    A    T    U    R    D    A    Y,    November 15, 1800.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday were read.
    A petition from John Snowden and Caleb Dorsey, of Anne-Arundel county, praying an act may pass
authorising the levy court of said county to assess a sum of money on the said county for the purpose of discharging
a debt due Messieurs Ellicotts for opening a road, was preferred, read, and referred to Mr. Mercer,
Mr. Worthington and Mr. Harwood, to consider and report thereon.
    The speaker laid before the house an account of expences attending the Frederick county academy, agreeably
to an act of assembly; which was read, and referred to Mr. C. Frazier, Mr. Hawkins, Mr. Shriver, Mr. Chapman
and Mr. Hyland, to consider and report thereon.
    Mr. Orrell, from the committee, delivers to the speaker a bill, entitled, An act for the preservation of the
breed of fish in Great Choptank river; which was read the first time and ordered to lie on the table.
    A petition from the constables of Queen-Anne's county, praying compensation for their services, was preferred,
read, and referred to Mr. Thompson, Mr. C. Frazier, Mr. Lowrey, Mr. Hyland and Mr. Dashiell, to consider
and report thereon.
    Petitions from Jonathan Hudson and Stephen Zacharie, of the city of Baltimore, Peter and Samuel Lowdermilk,
of Allegany county, Samuel Boots, of the city of Washington, and John Pringle, of Montgomery county,
praying acts of insolvency, were preferred, read, and referred to the committee appointed on petitions of a
similar nature.
    A petition from John Barrett Onion, of the city of Annapolis, praying a return of money paid into the treasury
for property sold by the state, to which the state had no right, was preferred, read, and referred to Mr. Quynn,
Mr. Johnson and Mr. Dashiell, to consider and report thereon.
    The resolution in favour of Richard Waters, and others, was sent to the senate b the clerk.
    Mr. Simkins, from the committee, delivers to the speaker a bill, entitled, An act to lay out and open a road
from Jesse Tomlinson's, Esquire, on Braddock's old road, to Matthew Ball's, on George's creek; which was read
the first time and ordered to lie on the table.
   The report on the petition of John Gibson was read the second time, the resolution therein contained assented
to, and sent to the senate by the clerk.
    Mr. McPherson, from the committee, delivers to the speaker the following report:
    the committee to whom was referred the several petitions of William Burrell Magruder, Thomas Lund
Washington and Howes Goldsborough, of Baltimore, merchants, Thomas Johnson Beatty, of George-town,
Montgomery county, and James Alexander Magruder, of Prince-George's county, have taken the same into
their consideration, and report, that in their judgment the circumstances of the cases of the petitioners require
special acts of insolvency to be passed in their favour, and as the passing of special acts in their favour will be attended
with no considerable degree of inconvenience to the house, and is of the most interesting importance to
each of the petitioners, they submit to the house, that leave be given for that purpose.

Which was read the first and second time, concurred with, and leave given to bring in a bill pursuant thereto.
    On motion, Leave given to bring in a bill for the better preservation of last wills and testaments disposing of
real estates.  ORDERED, That Mr. Johnson, Mr. Dashiell, Mr. Mercer, Mr. Worthington and Mr. Nelson, be
a committee to prepare and bring in the same.
    Mr. Quynn, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the memorial of John B. Onion, of the city of Annapolis, report, 
that they have taken the same into consideration, and find the facts therein stated to be true, they are therefore
of opinion the relief prayed for ought to be granted, and submit the following resolution:
    RESOLVED, That the treasurer of the western shore pay to John B. Onion, executor of Beriah Maybury, the
sum of one hundred and eighty-two pounds ten shillings current money, with interest thereon from the
twenty-seventh day of November, seventeen hundred and ninety-four, out of ny unappropriated money in the
treasury.
