VOTES and PROCEEDINGS, November Session, 1800.
On motion, ORDERED, That Mr. Mercer, Mr. Chapman,
Mr. Beall, Mr. Steele, Mr. Montgomery, Mr.
Smith, of Baltimore, and Mr. Lowrey, be a committee to consider and
report what measures may be requisite
to secure the internal tranquility of the state.
Mr. Chapman, from the committee, delivers to the
speaker the following report:
THE committee of grievances and courts of justice,
to whom was referred the petition of Rachel Shipley, of
Anne-Arundel county, report, that they have considered the same, and
are of opinion the said case ought to be
referred to the chancellor, and submit the propriety of the following
resolution:
RESOLVED, That the chancellor be and he is hereby
authorised to inquire into all the circumstances, touching
the execution of a special warrant of resurvey granted to a certain
Talbot Shipley, late of Anne-Arundel county,
deceased, on the eighteenth day of January, one thousand seven hundred
and ninety-nine, as stated in the
petition of Rachel Shipley, his widow and administratrix, and if, upon
said examination of all the circumstances,
the chancellor shall be of opinion, that the said warrant has not be
duly executed, and the certificate thereon
duly received in the land-office, owing to the misconduct or misapprehension
of duty of the principal
surveyor of Anne-Arundel county, that in such case he shall direct
the register of the land-office to receive into
his said office the certificate aforesaid, which has been hitherto
presented to the said register on the seventh day
of February last, and, (if the same shall be received,) the chancellor
shall then give to said certificate all the
force, validity and effect, which it would have been entitled to, if
the surveyor of Anne-Arundel county had regularly
discharged his duty, touching the warrant so as aforesaid issued to
the said Talbot Shipley, and the certificate
for the same.

Mr. Marbury, from the committee, delivers to the
speaker the following report:
THE committee to whom was referred the petition of Samuel
Bond, of Prince-George's county, report, that
they have taken the same into consideration, and find the facts therein
stated to be true; they therefore submit
the propriety of passing the following resolution:
RESOLVED, That the treasurer of the western shore pay
unto Samuel Bond, executor of Henry Greenfield
Sothoron, the sum of twenty-eight pounds six shillings and two-pence current
money, with interest from the
thirty-first day of August, seventeen hundred and ninety-one, being so
much overpaid by the said Henry Greenfield
Sothoron for land purchased of the state of Maryland in the reserves of
Calverton manor, in Charles
county.

Which was read.
RESOLVED, That the treasurer of the western shore pay
to Charles Bossom, of Baltimore county, or his order,
the sum of five pounds eight shillings and ten-pence, with interest
thereon from the fifteenth day of November,
seventeen hundred and ninety-six, it being a balance due the said Bossom
on the books of the treasury.

Mr. Geoghegan, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of sundry
inhabitants of Washington county, report, that
they have taken the same into consideration, and believe the facts therein
stated to be true, and are of opinion
the prayer of the petitioners is reasonable, and ought to be granted.

The report on the petition of Philip Stover was read
the second time, concurred with, and leave given to
bring in a bill pursuant thereto. ORDERED, That the committee appointed
on said petition prepare and bring in
the same.
Mr. Orrell, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of Philip
Hardcastle, of Caroline county, report, that
they have taken the same into consideration, and find the facts therein
stated to be true, we therefore are of
opinion that the prayer of the petitioner is reasonable, and ought to be
granted.

Which was read the first and second time, concurred
with, and leave given to bring in a bill pursuant thereto.
ORDERED, That the committee appointed on said petition prepare and bring
in the same.
On motion, Leave given to bring in a supplement to the
act, entitled, An act to regulate elections. ORDERED,
That Mr. Nelson, Mr. Smith, of Baltimore, Mr. Chapman, Mr. Wilson and Mr.
Leigh, be a committee to prepare
and bring in the same.
A petition from sundry inhabitants of Talbot county,
praying the proceedings of the levy court of said county,
for laying out a road from Spedden Oram's gate through the lands of he
petitioners till it intersects the old
public highway near William Hubbard's land, may be confirmed, was preferred,
read, and referred to Mr. Denny,
Mr. Lloyd and Mr. Edmondson, to consider and report thereon.
The bill for the preservation of the breed of fish in
Great Choptank river, was read the second time, passed,
and sent to the senate by the clerk.
