VOTES and PROCEEDINGS, November Session, 1800.            19

BY the HOUSE of DELEGATES, November 13, 1800.

        GENTLEMEN OF THE SENATE,
YOUR message of the 11th instant highly merits, and has justly obtained, our most respectful attention, and
our most serious consideration.  And could we, consistently with our ideas of the impressive duty we owe to our
constituents, we would willingly accede to your proposition of proceeding to the election of a senator to represent
this state in the senate of the United States; bur persuaded as we are, that the interest of the republic
would be greatly advanced by a reference of this momentous subject to the consideration of the next general assembly.
we are unwilling at this time to proceed to the election, the event of which will be obviously of such
extensive and lasting importance.
                                                By order,                                                L.  GASSAWAY, clk.
Which was read.
A petition from James A. Magruder, of Prince-George's county, praying an act of insolvency, was preferred,
read, and referred to the committee appointed on the petition of Thomas J. Beatty, to consider and report thereon.
The clerk of the senate delivers the bill to repeal an act, entitled, An act for the more effectual preservation
of the breed of wild deer in Somerset and Dorchester counties, so far as it respects the county of Dorchester,
endorsed; " By the senate, November 8, 1800:  Read the first time and ordered to lie on the table.
                                                " By order,                                             W. S.  GREEN, clk.
" By the senate, November 12, 1800:  Read the second time and will pass.
                                                " By order,                                             W. S.  GREEN, clk.
Ordered to be engrossed.
On the second reading of the message of the committee appointed to prepare an answer to the message of the
senate on the eleventh instant, for appointing a senator to represent this state in the senate of the United States,
the question was put, That the following be received as an amendment to the said message?  And believing as we
do, that the interest of the state demands, and that we should be forgetful of our duty to our constituents were
we to neglect it, we agree this day to go into the election of a senator of the United States from this state,
agreeably to the proposal in your message.  The yeas and nays being required, appeared as follow:
