18            VOTES and PROCEEDINGS, November Session, 1800.

    THE committee to whom was referred the memorial of John Gibson, 3d, report, that they have examined
into the facts stated in said memorial, and the vouchers attendant thereon, and find them true.  Your committee
therefore recommend the following resolution:
    RESOLVED, That the treasurer of the western shore pay to the said John Gibson, or his order, the sum of
eighteen pounds current money of Maryland, with interest at the rate of six per cent. from the eighth day of
September, one thousand seven hundred and eighty-six, till paid.

Which was read.
    The clerk of the senate delivers the following message:

BY the SENATE, November 12, 1800.
        GENTLEMEN,
    WE are ready to proceed immediately to the election of register of wills for Harford county, as proposed by
you.  No person is put in nomination by the senate in addition to those named by you.  John Chesley and William
Hindman, Esquires, are appointed to join the gentlemen named in your message in the examination of the
ballots.
                                                                By order,                                            W. S.  GREEN, clk.
Which was read.
    The house proceeded to the choice of a register of wills for Harford county, and the ballots being deposited in
the ballot box, the gentlemen named to strike retired, and after some time returned and reported, that Abraham
Jarrett had a majority of votes.
    Whereupon RESOLVED, That Abraham Jarrett be, and he is hereby declared to be, register of wills for Harford
county.
    A petition from Dekar Thompson, of Caroline county, counter to the petition of William Boone, was preferred,
read, and referred to the committee appointed on the petition to which it is counter.
    Mr. Worthington, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of Edward Watts, of Baltimore county, beg leave to report,
that they have inquired into the facts therein stated, and are of opinion that they are true, and, from the
particular hardship attending the case of the petitioner, they recommend the following resolution:
    RESOLVED, That the treasurer of the western shore be and is hereby requested to deliver up to Edward
Watts his bond, dated the sixth day of February, seventeen hundred and eighty-two, with Benjamin Talbot and
Henry Oram his securities, and on which there is a balance due of one hundred and twenty-eight pounds; and
that the said Edward Watts, Benjamin Talbot and Henry Oram, securities for said Edward Watts, be and they
are hereby released from a judgment obtained by the said state on said bond.

Which was read.
The house adjourns till to-morrow morning 9 o'clock.

T    H    U    R    S    D    A    Y,    November 13, 1800.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday were read.
    The bill declaring a road or street leading from the Reister's-town turnpike road to intersect Howard-street
a public highway, was sent to the senate by the clerk.
    Petitions from Richard Gittings and Lambert Smith, John William Delany and Robert Ross, of the city of
Baltimore, praying acts of insolvency, were preferred, read, and referred to the committee appointed on petitions
of a similar nature.
    Mr. Nelson, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the memorial of Philip Barton Key, of the city of Annapolis, report,
that they have taken the same into consideration, and are of opinion that the memorialist ought to be heard at
the bar of this house, and therefore recommend the following resolution, viz.
    RESOLVED, That Philip B. Key, of the city of Annapolis, be heard at the bar of this house on the eighteenth
instant, in support of the allegations respectively set forth in his memorial, and agreeably to the prayer thereof;
and that summonses issue to compel the attendance of witnesses at the request of the memorialist, or on the application
of either of the sitting members from the city of Annapolis.

Which was read the first and second time and concurred with.
    A petition from the trustees of the poor of Frederick county, praying to be exempt from serving as jurors,
was preferred, read, and referred to Mr. Nelson, Mr. Shriver and Mr. Sheredine, to consider and report
thereon.
    Mr. Smith, of Baltimore, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the message of the senate of the eleventh instant have taken the same
into consideration, and do thereupon recommend the following message in answer thereto, viz.
