    Mr. Simkins, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of the inhabitants of Allegany county, report, that they
have taken the same into consideration, and are of opinion the prayer of the petitioners is reasonable, and ought
to be granted.

W    E    D    N    E    S    D    A    Y,    November 12, 1800.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday were read.
                The following message being prepared, was sent to the senate by the clerk.

BY the HOUSE of DELEGATES, November 12, 1800.
        GENTLEMEN OF THE SENATE,
    THE office of register of wills being vacant in Harford county, we propose, with the concurrence of your
house, to go into an election immediately.  Mr. Abraham Jarrett and Mr. Alexander Lawson Smith are nominated
by this house to fill this office, and we have appointed Mr. Nelson and Mr. Edmondson, in conjunction
with any members of your house, to examine the ballots.

    On motion, Leave given to bring in a supplementary act to an act, entitled, An act for the relief of sundry
insolvent debtors.  ORDERED, That Mr. Cresap, of Michael, Mr. Chapman and Mr. Dashiell, be a committee
to prepare and bring in the same.
    A petition from Thomas Lund Washington, praying an act of insolvency, was preferred, read, and referred
to the committee on the petition of Thomas Johnson Beatty, to consider and report thereon.
    Petitions from David Steuart, David Steuart and Sons, Lloyd Buchanan, Henry Courtney, Lloyd Buchanan
and Henry Courtney, William R. Smith, William Tull, Henry Worthington, William Duncan, Thorowgood
Smith, Seth Andrews, Henry Troup, Henry Handy, John Vickers, of Talbot county, Benjamin Boyd, of Prince-George's
county, John Wayman, of Anne-Arundel county, praying acts of insolvency, were preferred, read,
and referred to the committee appointed on petitions of a similar nature.
    The bill, declaring a road or street leading from the Reister's-town turnpike road to intersect Howard-street a
public highway, was read the second time and passed.
    A petition from Edward Watts, of Baltimore county, praying to be released from a debt due to the state, was
preferred, read, and referred to Mr. Worthington, Mr. Smith, of Baltimore, and Mr. Marbury, to consider and
report thereon.
    Mr. Wilson, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of Henry King, of Somerset county, report, that they
have had the same under their consideration, and are of opinion that the prayer of the same is reasonable, and
that the law prayed for ought to be passed.

Which was read.
    Mr. Wilson, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of Worcester county, report, that
they have had the same under their consideration, and are of opinion that the same is reasonable, and that the
road ought to be opened agreeably to the prayer thereof.

    Mr. Cresap, of Michael, from the committee, delivers to the speaker a bill, entitled, A supplement to
an act for the relief of sundry insolvent debtors; which was read the first time and ordered to lie on the
table.
    A memorial from John Gibson, of the city of Annapolis, praying the treasurer may be directed to refund to
him the sum of £. 18 0 0, interest paid on his bond to the state, was preferred, read, and referred to Mr.
Dashiell, Mr. Wilson and Mr. Hyland, to consider and report thereon.
    Mr. Purnell, from the committee, delivers to the speaker the following report:
    THE committee to whom was referred the petition of Thomas Purnell, (of Walter,) of Worcester county,
beg leave to report, that the prayer of the petitioner is reasonable, and ought to be granted.

Which was read.
    A petition from Samuel Bond, of Prince-George's county, executor of Henry Greenfield Sothoron, praying a
return of money paid into the treasury by the said Sothoron in his life-time, was preferred, read, and referred
to Mr. Marbury, Mr. Smith, of Baltimore, and Mr. McPherson; to consider and report thereon.
    Mr. Dashiell, from the committee, delivers to the speaker the following report:
