818 ADDRESSES AND STATE PAPERS

by bringing to fruition grievances within the College, whereas the
Bowie situation arose within the college itself. Also, I would make
the distinction that we have had dialogue with Maryland State as a
result of which I was persuaded to include in their capital budget
the bleachers this year and also to commit myself to the inclusion of
the swimming pool in the capital budget next year. And this was all
done months ago, so there have been no complaints, there have been
no demands that the Governor go and meet with the students or that
the students will take any affirmative action with regards to the Col-
lege administrators or faculty. The students' participation is in an
exterior sense in the march in the community and there has been no
move against Maryland State itself.

Q. Are all the leaders of this activity from the community?

A. I'm not certain of that.

Q. What is your understanding of the discontent?

A. Well, I don't know. That's why I'm summoning them. I would
imagine that some of it comes from the Salisbury spill over. Oh,
yes, I did hear that there is a question about public accommodations
involved.

Q. Governor, you, of course, have no idea what time the meeting
will take place?

A. Not only do I have no idea of time of the meeting, I don't have
any idea whether they will come to the meeting. They haven't asked
for a meeting and I don't know what their temper is at the present
moment — what their temperament is. I'm hopeful that they will come
and I'm willing to make myself available even if they get here as late
as seven or eight o'clock tonight.

Q. Governor, will that meeting be open to the press?

A. I haven't really thought about that yet and would rather consult
with them before that decision is made. It would be a joint decision.

Q. Will you have something to say afterward?

A. I'm sure we would have some comment to make afterwards, yes.

Q. Have you provided transportation for the students?

A. We hadn't reached the problem of transportation, but if trans-
portation is needed and we can be of assistance, we would be glad to
do that. I'm sure the College will cooperate.
