related itself to the inquiry into the prison system, is not under con-
sideration by the Snyder Committee in any way. They have restricted
their movements around the Michaelson reports, the correctional sys-
tem structure generally.

Q. How do you feel about the recommendation by the Snyder Com-
mittee for an overall prison guard?

A. I think that that has some merit. I'm not ready to take a position
in favor of the proposal exactly at this point. But I do feel that the
idea of bringing the Department of Parole and Probation within the
correctional system, except for the Parole Board itself, has some merit
and of course this is what was advocated by the Michaelson report.

Q. Governor, have you any comment on Representative Long's state-
ment concerning your objecting to the Harbor crossing proposal?

A. Just one comment. Asinine.

Q. Have you got any comment on Mr. Mandel's distress over the
failure to begin the second Harbor tunnel?

A. Now, Mr. Mandel indicates to me that he is nowhere as near
distressed as those reports would have one believe. As a matter of
fact I spoke with him yesterday. I have made arrangements for Mr.
Wolff, the Chairman-Director of the Roads Commission, to make him-
self available tomorrow to the leadership of the Legislature for the
purpose of explaining what we are thinking of and for the purpose
of receiving suggestions as to possible modification of what Mr. Wolf!
has in mind that may meet legitimate objections of the Legislature.
I'm delighted with the cooperation that I have been getting from
Senator James and Mr. Mandel and we're just not going to fight.
Yet.

Q. Governor, on election laws, do you favor moving the primary
date back to the spring and, number two, do you favor a runoff elec-
tion when no one candidate receives the majority of the votes?

A. As a candidate who came away from a campaign during the hot
summer, I can't help but personally feel that spring primaries are
better. I suppose this may be regarded as against the interest of the
minority party, but I don't feel that's taking an adverse position to
my party because we really hope to become the majority party before
too long. Don't ask me about that.

Q. How about the run-off?
