A. The run-off election seems to have little chance of success from
the opinions I've seen stated on it. I don't know. I've always felt, again,
that situations where independent candidates have interjected them-
selves completely lawfully into an election, do cause some problems.
I'm not prepared to take an unequivocal position on it, but I think
it's something we ought to consider perhaps in the line of percentage
evaluation of the vote required. Maybe an absolute majority may not
be necessary where there is an independent or third candidate, but
something to assure a clear mandate of the party making the nomina-
tion would seem to be desirable to me.

Q. Governor, the majority party of the House introduced a bill to
expand the investigative powers of the Attorney General. Do you have
any new additions?

A. No. I think the Attorney General has very broad investigatory
powers at the present time, and certainly there is no desire on my
part to restrict those powers in any fashion. I'd have to be shown a
need for such an expansion and shown areas in which the Attorney
General had been hamstrung in his efforts to perform his function.

Q. I understand this was to give him power to subpoena and to
swear in witnesses.

A. Well I'm not sure that doesn't go too far. We have grand juries
and we have the court system and I think that the safeguards of the
usual criminal procedure are adequate at the present time to protect
the public.

Q. Was this stopped by the Attorney General?
A. I'm not sure of that.

Q. Governor, sometime in the very near future you'll have your first
judicial appointment to make in Baltimore City. Judge Moylan is to
reach retirement age. Do you intend to be guided by the recommenda-
tion of the Bar Association in judicial appointments?

A. Yes, I do. I intend to follow the Bar Association's recommenda-
tions unless there is some very unusual or acute reason why I should
not and I can't envision what that reason might be at the present
time. I've got to say this to you, of all the things that a lawyer has to
do as a Governor, I suppose this is the most difficult because you know
so many qualified people who are on the lists and it's difficult to make
a determination.
