constitution and that the Legislature will then be able to act on this
draft by way of using this talent.

A. Yes, but the point that I make is that the draft represents only
the thinking of the Commission itself and certainly not of people who
have been molded by the expression of contra opinion. It doesn't
present the final finished product, one that's been under bombardment
by the objectors to the draft, and I think we need all these people
throughout the entire process.

Q. Governor, you have declined to endorse the open housing bill
that's being considered by both committees, and tomorrow I assume
is the deadline for introduction of bills. May we assume then that
you are not going to actively back any open housing bill?

A. No, you can't assume that. For example, if the bill that's pres-
ently moving through the Legislature were amended to conform with
my views, in other words to affect new housing and new apartment
ventures only, I would immediately throw my weight behind that
bill. I'm not hostile to the present bill, but to me it's not politically
saleable at the moment and I would restrict my energies to the bill
that I think has a good chance of succeeding, which would be the one
I just mentioned.

Q. Does that mean, Governor, that you don't feel that this present
bill has much of a chance of getting through this session?

A. I don't want to say whether I do or not because it may very well
affect the success it may have. But obviously I like to put my weight
behind the bill that I think has more than a fair chance of succeeding.
You know, I think that this bill that I proposed would have an excel-
lent chance of succeeding and I do want to see something done in
this session.

Q. Governor, you had a conference with members of the Snyder
Committee on their prison investigation. Out of that conference are
you satisfied (1) that things are leaning in the right direction, and
(2) that the State police are getting cooperation from State agencies?

A. Well, with regard to the movement toward implementing the
Michaelson Commission's interim recommendations I'm satisfied that
the committee is moving properly; they have been in touch with the
State Planning Director. I met with Senator Snyder just a few days
ago about this and I'm encouraged with the steps that are being
taken, and I think that committee is doing an excellent job and that
we are moving forward together. The second question, which I assume
