12. Creation of a Science Advisory Committee

— A nine-member board whose composition will make available the
advice and assistance of institutions of higher learning, private
industry and government.

13. Continuous progress evaluation of Comprehensive Pollution
Control Program

— Annual joint report by State Health Department and Department
of Water Resources to indicate status of standards implementa-
tion, county plans, interstate programs, etc.

Conclusion

With enactment of Comprehensive Water Pollution Control Act,
Maryland may launch an immediate and intensive campaign to con-
trol, eliminate and prevent pollution.

— By pre-financing — the prepaying of anticipated Federal grants
by the State government — Maryland's subdivisions may immedi-
ately construct necessary sewage lines and treatment facilities.

— This program — one year in the planning — covers virtually every
factor essential to water quality control.

— State funds loaned to local governments and amounts advanced
to prepay Federal grants will eventually be recovered.

— Thus, the program will cost the State considerably less than the
$129 million involved in the proposed bond issue.

NEWS RELEASE AND STATEMENT ON DRAFT
ROCKEFELLER COMMITTEES

February 3, 1968

Governor Agnew today announced that 58 prominent Baltimore
area businessmen and civic leaders have formed the first of a series
of "Draft Rockefeller" committees in Maryland.

The Governor said a similar organization will be formed soon for
the Washington, D. C., areas of Maryland, as will a number of ad-
ditional committees representing specialized groups throughout the
State. Their purpose is to persuade New York Governor Nelson Rocke-
feller to become a candidate for the Republican Presidential nomina-
tion.

In announcing the Maryland kickoff of the campaign which he
hopes will extend into neighboring states, Governor Agnew said:
