— The Department of Water Resources shall guide the development
of these plans in accordance with Article 96 (a) of Annotated

5. Administration of Grants and Loans

— The Board of Public Works may allocate funds to local govern-
ments provided projects approved by the responsible State agency.

6. Technical training for water pollution control personnel

— Annual appropriation of $80, 000 to develop, extend and improve
educational training of superintendents for waste treatment
plants, waste water and industrial waste water treatment plants.

— Training will also be available to other technical and associate
level personnel.

7. Tax Relief for Industry

— Sales of material and equipment purchased by industry for pollu-
tion abatement will be exempted from State sales tax if approved
by Department of Water Resources.

— Any industrial or commercial waste treatment facility for which
permit is issued by Department of Water Resources may be ex-
empted from State and local assessment.

8. Marinas and Watercraft Regulation

— State Health Department to recommend policies and develop
regulations for controlling disposal of wastes from marinas and
watercraft not later than July 1, 1969.

9. Water Quality Data and Information

— State Health Department and Department of Water Resources to
recommend, by June 1, 1968, water quality monitoring, data
processing and laboratory services necessary to achieve water
pollution control throughout State.

10. Optimum Sewerage System Design Standards

— State Health Department to recommend, by June 1, 1969, policy
and regulations for the design of sewage collection and transmis-
sion facilities.

— State standards will assure all subdivisions develop sewer lines
which fully and efficiently convey sewage to treatment plants.

11. Acid mine and agricultural drainage, silt and industrial waste

— Department of Water Resources to recommend, by July 1, 1969,
measures to control water pollution caused by silt, acid mine and
agricultural drainage and industrial wastes not acceptable within
sewage treatment plants.
