this business about vagrancy on buses is not a brand new thing — that
we had an uprising in this area some five or six years ago when there
were great amounts of cutting up of bus upholstery and that sort of
thing going on. Then they seemed to trail off, and now of course
we're having this problem again compounded many times by the gen-
eral destruction of property. But the thing that I'm mostly concerned
with are these attacks on students by other students. We've got to
stop that. We've got to police it better.

Q. Governor, what types of drugs are being distributed to these
schools, pep pills?

A. I've seen or heard no allegations that hard core narcotics are in-
volved here. But the pills seem to be pep pills, the usual run of de-
pressants and stimulants that are on the market.

Q. Governor, the Legislative Council recently voted to make some
changes in the State election laws. Among other things it would take
all limits off monetary contributions to campaigns and remove the
bounds on corporate contributions. Do you have any comment on
that?

A. Yes, my comment is that I think the election laws are perfectly
workable and work no hardships on anybody and that those protec-
tions are rather important ones. I don't think the laws should be
changed.

Q. Governor, in regard to Mr. Burch's prisons report or investiga-
tion, when is that report coming? Do you know?

A. I don't know. Mr. Burch has kept me advised of the progress of
that matter. Of course the time has far exceeded his original estimates
because as the probe continued it continually opened into new facets
that took time to explore. I'm sure that he's going as fast as he can
with it, and I believe as long as he says he's turning up new informa-
tion that I should not in any way press him to complete it before it's
ready to be completed. I hope that it will be completed very shortly,
however.

Q. Well, can we expect any resignations or firings in that area?

A. Well, I haven't any way to answer that because I haven't seen any
further report yet.

Q. Governor, a couple of delegates at the Constitutional Convention
were complaining publicly that Comptroller Goldstein was lobbying
very intensively to keep his job an elective position. Do you think his
efforts might be regarded as personal?
