526 ADDRESSES AND STATE PAPERS

A. Well, I don't see a thing wrong with that. I imagine that if in the
News American the board of directors was considering abolishing the
job of reporter, you might be talking to people too.

Q. Governor, what are your feelings about single member legislative
districts? What effect do you think they would have on the Republican
Party?

A. Well, they're not going to cure the ills of the Republican Party.
They're not going to make it easier for us to make a quick showing of
some improvement. But, as I said during the time I was County Ex-
ecutive of Baltimore County, I espoused a councilmanic system that
didn't lead to the election of councilmen from specific areas, and al-
though I recognize that we could very easily — meaning we the Re-
publican Party — could very easily elect a couple of councilmen if we
had districtwide elections instead of county wide elections, I also felt
that that is a superficial showing of strength that forecloses the growth
of the party generally. I think that the meaningful growth of the
Republican Party will take place only when it's able to command the
respect, attention and votes of a majority of citizens. So I don't think
that the single member district, because it may create a very small
area where a Republican could be elected immediately, is of neces-
sity an assistance to the party generally. We have to look on a much
broader geographic basis.

Q. Governor, has the City Republican committee come to you ask-
ing to appoint Attorney George Hubbard as chairman of the City or-
ganization?

A. No, but I intend to meet with the City committee as my first
step in my attempt to revitalize the City organization, and I intend
to bring into that effort the total Republican State party.

Q. Governor, as a new Republican governor, what do you hear from
Nelson Rockefeller?

A. Well, he's still doing a pretty good job of administering the State
of New York.

Q. Governor, you mentioned the revitalization of the Republican
Party in Baltimore City — well, the Democrats outnumber them 5 to
1. How much revitalization do you think they need to be a force?

A. It won't take long. Two years ago the Republican Party was said
to be dead nationally, was said to be pretty well floundering on the
State level four years ago, yet now we command the majority among
the governors and also a tremendous majority in the electoral vote
