whose career has exemplified dedicated service to his adopted nation.
No instance more clearly reveals Mr. Engalitcheff's willingness to
sacrifice his private interests for greater public ones than his accep-
tance of a commission in the United States Navy in 1942 at the per-
sonal cost of closing his fledgling company. This quiet courage, in
responding to a nation's need without recognition, in postponing
private security without reward, is the highest expression of patriotism.
Thus, it is not surprising to find that Baltimore Aircoil has become
one among only seven hundred American firms which have merited
the "E" Award, one among nine in the State of Maryland.
The presentation of the President's Export "E" Award is ac-
companied by my personal and official congratulations to Mr. Engalit-
cheff, Mr. Kahlert and all those associated with the Baltimore Aircoil
Company. Maryland is proud that you shall fly the blue and white
pennant of Excellence and grateful for your firm's contribution to
our State's economy and prestige, to our nation's economic stability
and international security.

OPENING STATEMENT BY THE GOVERNOR
I would like to speak briefly about a matter that has been causing
me a considerable amount of problem and concern lately, and that
relates to the difficulties that are apparently occurring within our
school systems in the State. There seems to be a general deterioration
of discipline relating to people of junior high school and high school
age within the State.
I discussed this yesterday with Senator Dorf, with particular refer-
ence to a school that he had some documentary evidence about. But
this is not the only reason this comes to my attention.
I have had many people talk with me about the increasing use of
drugs within the school system, about the assaults between children,
among children — not of the general type of fisticuffs that used to be
relatively common in young boys, but including attacks of a very
deliberate nature with instruments rather than hands, committed by
