girls upon girls. These things are really getting to the point where I
feel the State must take a firm hand in indicating to the general com-
munity that we will not stand for this breakdown in discipline.

Now, there isn't any doubt to me that this problem is not only in
the school system, nor that it transcends the school age child. It goes
beyond that and includes the young adult. But there really isn't any
place where we can deal with the problem as effectively as we can in
the schools. Here is a general custodial situation where the people
involved are regulated to some extent, and with the use of some imagi-
nation the problem there can be controlled completely.

I am asking Dr. Sensenbaugh, the State Superintendent of Schools,
to give particular attention to this problem. I am also going to ask
the police authorities throughout the State to cooperate with the
school authorities when they receive word that assistance is needed.

Part of the problem has been a deferment of time in which the
action should be taken. If we are going to put this kind of thing down,
it has to be a unified effort and it has to be an effort that is going to
be made promptly upon report of violation.

Now, there isn't any question in my mind that much can be done
to alleviate these disciplinary problems. We as adults have the obliga-
tion of maintaining law and order — if you want to use that term —
certainly maintaining order within our school system. I intend to see
that we make every effort to stop these breakdowns in social behavior
among our young people.

Questions and Answers

Q. Governor, at what stage is your investigation into the reports of
the members of the Baltimore Police Department?

A. Well, I am not making any independent investigation. I received
a report yesterday from the Police Commissioner of Baltimore City
fully apprising me of the status of that investigation. I cannot com-
ment on it for the obvious reason that it may prejudice the investiga-
tion.

Q. Governor, you said Senator Dorf presented you with some docu-
mented evidence. Did he convince you that there is drug abuse at all
at Pimlico Junior High School?

A. He convinced me that there is certainly enough information to
lead to a conclusion that all is not well in this regard. I don't know
whether there is sufficient information upon which prosecutions could
be based, but I do know that he has made this information available
