independent appraisals if you press your point. But he also refused
to make public a review of the appraisal made by the company for
ninety-seven million, three hundred and seventy thousand dollars.
His reason for refusing to make it public is that he felt the review of
the appraisal was critical of the appraisal and that was why he didn't
make it public.
A. Yes, I was a little bit concerned when I heard this, and I talked
to Mr. Stanton on the phone this morning. He indicated that it wasn't
an appraisal, but the document that he was referring to was an in-
dependent opinion that commented about the previous appraisal. It
didn't set any figures. That's why he was reluctant to make it available
to the news media. However, he said that he would certainly be glad to
talk with the reporters about the situation again, and I suggest you
contact him once more on it.
Q. Governor, in your talk with the Chairman of the Liquor Board
of Baltimore County, did he mention the fact that there is the possi-
bility that a lot of these federal establishments are suing the State of
Maryland?
A. No, he did not mention that.
Q. Do you have any comment?
A. Well, I don't know anything about the situation. I know when
I was county executive, there were one or two establishments that
were involved in this, and the police cracked down on it and we
thought we were rid of that problem. I haven't heard anything about
it since that time.

BUDGET REQUESTS

Governor Agnew today called on State department heads to "rigor-
ously rejustify" their present expenditures before submitting their
budget requests to him for next fiscal year.
The Governor made the statement in a letter to all agency heads
which accompanied the regular forms and instructions sent to them
routinely each July for preparation of the next year's budget.
