"The objectives of this administration are to provide necessary
governmental services to our citizens at the lowest possible cost, "
Governor Agnew said.
"I am sure that you are already aware of my feelings that all State
programs must be reevaluated in terms of efficiency to see that a
dollar's worth of value is received for every tax dollar expended.
"You also are familiar with the study being undertaken by the Task
Force on Modern Management (a unit operating out of the Gov-
ernor's office) to improve the administration and organization of the
State government.
"At my request the budget analysts and program executives from
my staff will ask you to rigorously rejustify all expenditures through
that study and through the regular budget process.
"I am holding you personally responsible for uncovering all areas
of inefficiency, waste and duplication in your department and sub-
mitting a 1968-1969 budget which is minimum, consistent with our
joint responsibility to the citizens of Maryland. "
The Governor's Task Force on Modern Management will begin its
detailed review of State government operations this week with an
initial questionnaire to each department head designed to develop
information on the cost and effectiveness of each program in operation
in the State.
The Governor has pledged to cut back on State spending in every
area where it can't be fully justified and to eliminate overlapping
functions which may now exist among the many State agencies.

Let me say at the outset, ladies and gentlemen, that I consider it
somewhat unfortunate that the visit Mr. Roy Wilkins has paid the
State of Maryland at my request — the request having been made
some four weeks ago or better — comes starkly outlined against the
backdrop of the recent violence in Newark and Plainfield, N. J. To
