matter until such time as he would indicate he has trouble that he
can't handle.

Q. Governor, one further question, the Federal government has de-
clared off limits to servicemen, unless the areas are open to Negro
servicemen, several areas around military bases in Maryland. Do you
have any comment on the Pentagon's orders?

A. I think they did the right thing. It seems to me that we ought to

take any affirmative action we can to assure the civil rights of all our
servicemen, and I'm in full accord with what the Pentagon did in
this regard. And I see in recent reports that the private owners of
those properties have taken steps to bring themselves in compliance
with the military order.

Q. In the wake of that, yesterday, Governor, Delegate Hess said that
he believes now that there ought to be a statewide law covering all
rentals in Maryland of any age or anything else. Do you agree with
that?

A. I haven't examined Mr. Hess's proposal in any definition. I can't
comment on it unless I see the entire proposal.

Q. Governor, do you favor Mr. Culotta or Mr. Sherwood?

A. I don't favor either one of them. I'm glad to see that the Repub-
lican Party is moving around enough to have two candidates. I'm not
going to favor either one of those candidates. I hope they will have
an interesting primary on the issues and it won't involve mud slinging,
and whoever emerges victorious will be strengthened by it rather than
hurt.

Q. You don't think a primary, in itself fairly rare in the Baltimore
City Republican Party, will hurt the Republican Party there?

A. I don't know whether it's that rare. We've had a few others in
Baltimore City, and I don't think it's going to hurt the party. I know-
both of the men involved, and I don't think either one of them is
irresponsible enough to want to injure the party. I think they are both
loyal Republicans and they will have a stimulating primary and in-
terest some people in the race, and then we will all put our heads
together and go forward from there.

Q. Governor, several weeks ago you said that you felt the Maryland
Port Authority ought to obtain some independent appraisals of some
land they want to buy from the Allied Chemical Company. Well,
today the director of the agency indicated that he would obtain those
