of the Psalmist: "Cast me not off in time of old age; forsake me not
when my strength faileth. "

It is the solemn duty of all of us, to see that our senior citizens live
out their lives in dignity. Moreover, it is our responsibility, insofar
as we are able to see to it that our elder citizens whose deepest desire
is to remain independent and self-sufficient have the opportunity to
realize that desire.

Shortly after establishing the State Commission on the Aging and
following its recommendation, I eliminated age, as such, as a require-
ment for eligibility in all State positions with the exception of the
Maryland State Police. This is the type of action which helps to satisfy
this desire of our older persons to remain independent and self-
sufficient. Communities such as this beautiful Leisure World also help
to fulfill this desire of our senior citizens by providing housing at a
reasonable cost and with facilities especially suited for their needs.

I have followed with interest the great success of the Leisure Worlds
in California and I know that this same success will be realized here
in Maryland. Now, with these waters symbolic of the rivers of Mary-
land, I officially open Leisure World, Maryland, and offer my sincerest
best wishes for a successful future.

REMARKS, REGIONAL MEETING OF GOVERNOR'S
COMMITTEE TO PROMOTE EMPLOYMENT
OF THE HANDICAPPED

SALISBURY
September 30, 1965

The State of Maryland has made notable progress in recent years in
promoting employment of handicapped persons, and I am proud that
this Eastern Shore region has played an important part in the state-wide
movement. The Eastern Shore, I am told, is the only section of our
State where employer committees established to carry on this important
work are in operation. As an Eastern Shoreman, I take pride in this
achievement, and as the Governor of Maryland, I encourage other
areas of our State to emulate the fine example which you have set here.

According to reports which have been brought to my attention, Cecil
County was in the vanguard of this movement, having established a
committee of employers many years ago. Following Cecil's example,
