and to the General Assembly. Serving on the Committee are members
of various State departments, including John R. Jewell, the Commis-
sioner of Motor Vehicles, and Colonel Carey Jarman, the Superinten-
dent of State Police, together with representatives from many service
organizations interested in public safety. Senator John Parran and
Delegate Edgar P. Silver serve, respectively, as Chairman and Vice
Chairman of the Committee.

The specific purpose for which this group was established was to
study the need for inspection in Maryland and to make recommenda-
tions, if any, as to the type of inspection program that is needed. The
members of this Committee have been asked to submit the final report
in time for the 1963 session of the General Assembly.

I certainly would not contend that the program of traffic safety that
we have set up in Maryland is any final answer to this perplexing
problem. On the contrary, I am sure that from time to time the need
will arise to make alterations, modifications and extensions. But I do
think we have constructed a solid foundation upon which to build a
future in which many of the hazards of highway travel may be removed.

... Like yourselves, I have long been concerned with the safety of
our people. Since becoming Governor, I have seized every opportunity
to make Maryland a safer place in which to work and play. Much of
this effort has naturally been directed toward the area of traffic safety
and out of it have come a number of sound procedures and programs.

Included among the accomplishments of the present Administration
during the past three and a half years are: the inauguration of the
all-important point system; the creation of a special continuing fund for
high schools teaching driver education; and the establishment of a Motor
Vehicle Committee in the State Senate.

This Administration can also count among its safety achievements:
the initiation of a permanent license renewal program—to aid in the
gigantic record-keeping tasks of the Department of Motor Vehicles;
