the use of drunkometer tests to determine intoxication of drivers, as well
as the development of a uniform arrest ticket now used widely through-
out the State.
In order to insure continuing effort by the various State agencies
responsible for our safety programs, this Administration also approved
funds necessary to: erect the new Motor Vehicle headquarters building;
raise the pay of Maryland State Troopers, and place the position of
Maryland's Commissioner of Motor Vehicles under the State's merit
system.
Last, and perhaps most important, was the recent establishment of
State-wide driver rehabilitation clinics and the appointment, several
months ago, of a special committee to study and recommend a system
for State inspection of motor vehicles.
My purpose in briefly reviewing these programs has been to indicate
the scope of our activities in the last few years; and further, to show
you that your State government is presently doing everything possible
to support and to complement the fine work being done by this and
other groups....

I hope that all of us here today will accept the challenge that is
implied in the slogan for this 1962 Governor's Safety-Health Con-
ference. For we are saying to the people of Maryland that we feel
deeply that it is our responsibility to safeguard them against the many
hazards that surround them in their daily lives. And I hope that all the
people of this great State will understand that our task is hopeless with-
out their support and cooperation—that when we say that their safety
is our business they realize that their safety is also their business.
I was here, as you know, yesterday morning for the opening of this
1962 Conference, and I have had many encouraging reports about
the discussions which have taken place since that time. I have a feeling
that as a result of these talks the State of Maryland is a safer place in
which to live today than it was thirty-six hours ago when I spoke in this
hall.
As Governor of Maryland, I feel highly honored that this annual
