go secure in the knowledge that such labor will bring the desired
result—success at the polls in November and assurances that this state
and nation will continue to move forward with bold confident strides.
ADDRESS, RAILROAD BROTHERHOOD RALLY
HAGERSTOWN
September 28, 1962
Ladies and gentlemen: I am particularly pleased to be here this
evening because it gives me an opportunity to thank all of you per-
sonally for your splendid support.
No group worked harder for us in the primary and, from what I
hear and see, no group is working harder for the Democratic Party
in this current campaign than the Railroad Brotherhoods. During
the primary campaign, it seemed to me that everywhere our ticket
traveled, Bill Culbertson, Bucky Bartles or one of your representa-
tives had been there before us, boosting our candidacies. When I
opened a small factory in Garrett County several months ago, Bill
Culbertson stood beside me. And when by running mates and I
campaigned through the factories of Hagerstown, Frederick and
other cities and towns here in Western Maryland, we found repre-
sentatives of the Railroad Brotherhoods walking beside us....
I recall that the Republican Party in 1956 felt that the creation
of a department of economic development would not benefit the
State economically. We felt differently and in 1959, I signed into
law a bill creating a Department of Economic Development. Be-
cause of this, Bill Culbertson and I were able to open that small
factory in Garrett County several months ago. Because of this, Cam-
bridge will have a deep water port in the near future. Because of
this, 2, 000 new jobs have been created and millions of dollars in
new payrolls have been brought into Maryland. Now we find Re-
publicans praising economic development programs six years after
they bungled an opportunity to do something constructive in this
area....
