In Council April 19th. 1793
By the Petition of John Groves of Ann Arundel County, it is set forth that in this
present Month of April he was fined by the Court of the said County six hundred pounds of
Tobacco for retailing Spiritous liquors without licence. The Petitioner represents that he
opened a store at Pig Point in the said County on the 15th day of May 1792 and being
advised that a single Magistrate could grant a permit until the next sitting of the Court, he
applied to Thomas Tongue Esq'r. whose Certificate thereof accompanies the Petition, that
the Petitioner thinking the paper he obtained from Mr Tongue sufficient authority, retailed
liquor as aforesaid, And thus ignorantly trespassed against the Law; he therefore prays a
remission of the fine, and the Chief Justice and one Associate Justice of the said Court having
recommended him to the Consideration and Clemency of the Board, it is hereby ordered that
four hundred and fifty pounds of Tobacco [p. 227] part of the aforesaid fine be
remitted, the Petitioner paying all Costs.
