truth of the facts stated in his Petition, and recommended a Remission of the fines aforesaid—
The Board on full Consideration of the circumstances, the poverty of the persons fined, and
their Confinement. Do order and direct that the said fines of Nine pounds, seven shillings and
six pence be remitted.

Ordered that the western shore Treasurer pay to Captain David Lynn, Capt. Daniel
Cresap and Major Benjamin Brookes Commissioners appointed under the Act to dispose of
the reserved Lands westward of Fort Cumberland &ca.—Forty five pounds on Account.

Sufficient Evidence having been produced to this Board that James Alien of Baltimore
town, lost in the Storm of the 24th. July 1788 One thousand four hundred bushels of Salt
imported partly in the Brig William, George [p. 77] Borrowdale from Liverpool, and
partly in the Ship Mary and Anne, William Priestman from Liverpool, the duties thereon
having been paid or secured to be paid to the Naval Officer of the fourth district at the Port
of Baltimore. Ordered that the said Naval Officer be and he is hereby required to discount
with or Refund to the said James Allen the Duties on the said Salt.

In Council May 28th. 1789
The Board took up the Consideration of a Petition from sundry Inhabitants of Harford
County stating that the measures taken to compel payment from the Collectors have had the
effect of urging them to execute the property of the people and to sell it at so low a price as
must occasion the ruin of many citizens if an indulgence is not given whereby the said
Collectors may be enabled to afford a respite to the inhabitants until the month of August,
at which time the Petitioners expect to be in a capacity to pay their taxes, and profess their
sincere intention to do so. Whereupon the Board being sincerely desirous to prevent the great
distresses apprehended by the said Petitioners, do Resolve that on the Collectors and their
Securities complying with the following conditions the Board will grant the indulgence
hereafter mentioned.
1st. The Collectors shall on or before the fourteenth Day of June next pay into the
Treasury, all the money and Certificates already Collected, in their hands, or which they can
obtain from their Deputies, and on making the said Payment shall make Oath that they are
not able to pay more.
2nd. The Collectors and their Securities shall deliver on Oath a Schedule of all property
which they possess or have interest in, to the Agent appointed to attend the Sales of property,
or to the Sheriff of the County, on the application of either.
3rd. The Collectors shall on or before the Day abovementioned render to the Governor
and Council, lists of the Balances due them for taxes from the inhabitants of Harford County,
