[p. 57] In Council April 4th. 1792
Whereas it appears by a Certificate from the Clerk of Baltimore County Court of Oyer
and Terminer and Goal delivery that Mary Lenton was fined by the said Court at March term
1790 the quantity of Six hundred pounds of Tobacco for selling liquors contrary to Law, And
Whereas the said Mary Lenton by her Petition sets forth that she is a poor woman left by her
husband with four small Children in great distress, and by the persuasions of a few friends she
to maintain herself and children rented a small shop out of the limits of Baltimore town in a part
called Cheapside reclaimed from the water, for the accomodation of Mariners with ready dressed
provisions and that she was unwarily enticed to sell to a person under the disguise of friendship
a small quantity of spirits for which she was fined as aforesaid. Three of the Justices of the said
Court together with a number of other respectable Inhabitants of Baltimore Town having
recommended the Petitioner to the clemency of the Board, It is ordered that the said fine of
Six hundred pounds of Tobacco be remitted upon the payment of all Costs.

[p. 58] In Council April 4th. 1792
Robert Orr of Caecil County by his Petition sets forth that he was fined by the County
Court of the said County at March term last Six pounds Current Money for selling liquors
without licence, which also appears by a transcript from the said Court, he also sets forth that
he is very poor, has for some time been afflicted with a sore Arm, and has a family to support;
he therefore prays to be releaved [sic] from the said fine. And the two Associate Justices of the
said Court having represented him to be so extremely poor that nothing can be had of him, and
recommending a remission of his fine, The Board do order and direct that the same be remitted
on payment of all Costs.

Ordered that the western shore Treasurer pay to Zadock Purnall Thirty two pounds,
one shilling and eight pence Specie agreeably to the "Act to adjust the debts [p. 59] due
from this State" per Account passed by the Auditor the 4th instant.
His Excellency Thomas Sim Lee Esquire attended in the Senate room, and qualified as
Governor in the presence of the Members of the Senate and House of Delegates by making and
subscribing a Declaration of his belief in the Christian Relegion [sic], and taking and subscrib-
ing the several Oaths prescribed by the Constitution and Form of Government, and Laws of
this State.
