In Council March 23d. 1792
The Petition of David Armstrong of Baltimore County was taken into Consideration,
setting forth that from various Accidents in Trade, he was reduced to the necessity of applying
to the Chancellor for the benefit of the Insolvent Act, after which to gain an honest living he
kept a boarding house where Gentlemen from town and Country met to transact business, and
when he was required, sent out for liquors for them, which was drank in his house without any
intention of defrauding the Public of it's dues, that some Persons after having drank [p. 48]
in the house, threw some Money to his wife without his knowledge, and at last Court he was
presented and fined on two indictments Six hundred pounds of Tobacco and thirty shillings for
each, that from the causes first mentioned he is unable to pay the said fines. A Certificate from
the Clerk of the County of the fines, and three of the Justices of the Court recommending him as
a proper object of Clemency the Board do order and direct a remission of the aforesaid fines, on
the payment of all Costs arising thereon.

Ordered that the western shore Treasurer pay to Benjamin Mackall Esq'r Fifty pounds
for a quarters salary as one of the Judges of the Court of Appeals due the ist Feb'y last
The Auditor is requested to issue a Certificate to Hugh Doyle late a Private in the 7th
Regiment for his [p. 49] depreciation of pay and to deliver the same to the Treasurer
of the western shore.
Ordered that the Treasurer of the western shore deliver to Hugh Doyle above, the Certifi-
cate issued in his name for depreciation of pay.
Ordered that the western shore Treasurer pay to Mrs Mary Hilleary, widow of Lieut.
Rignal Hilleary, Twelve pounds, thirteen shillings and four pence for half pay due her to the
16th January, the time of her Marriage, per Account passed by the Auditor,
That the said Treasurer pay to John Petty and Co. One pound twelve shillings and ten
pence half penny due him per Account passed by the Auditor,
That the said Treasurer pay to the Rev'd Mr Higinbothom Four pounds five shillings
for Tuition of Thomas Walley at St Johns College per Account passed by the Auditor,
That the said Treasurer pay to John Randall Ten pounds, eight shillings for sundries
furnished Thomas Walley per Account passed by the Auditor.
