256 "Journal of the Council"

of the 5th February 1791 as Counsel for this State in the Suit instituted in the Supreme Court
by Mess'rs Van Staphorst of Amsterdam.

Commission issued to John Moale, James Calhoun, George Goldsmith Presbury, Isaac Van
Bibber, John Cradock, Jeremiah Johnson, Charles Ridgely of W'm, Abram Van Bibber,
William Russell, Edward Cockey, Thomas Elliott, Thomas Todd, Edmund Stansbury, Thomas
Bayley, Thorowgood Smith, Isaac Griest, Francis Snowden, George Salmon, John Robert
Hollyday, Nicholas Rogers, Richard Winchester and Joshua Cockey appointed Justices of the
Peace for Baltimore County.

The following Question being proposed That the Board employ some Architect of reputa-
tion to superintend the repairs directed to be done [p. 44] to the State House and
under the direction of the Board to contract for the several parts.

On the question being put the votes were as follows

Affirmative Mr Forrest, Mr Stone and Mr Ridgely
Negative Mr Davidson

Friday 24th. February 1792

In Council February 24. 1792

Llewellin Barry of Baltimore County by his Petition to the Board sets forth that he was
presented at January Term last in two Presentments for selling liquors without licence, and
fined by the Justices of Baltimore County Court of Oyer and Terminer and Goal delivery the
sum of Six hundred pounds of Tobacco on each which also appears by a transcript of the Pro-
ceedings of the Court against him, that he is unable to pay the said fines without distressing his
family he therefore prays a remission, and three of the Justices of the said Court having from
inability to pay the fines and his good Character [p. 45] recommended a remission
thereof, the Board in consideration of all the Circumstances of his case do order and direct that
the said two fines of Six hundred pounds of Tobacco each, be remitted on his paying all the
Costs arising on the said Presentments.
