The Council met.
Present as on Yesterday.
Ordered that the western shore Treasurer pay to John White, Agent for this State
to attend the Settlement of its' Accounts with the Union, One hundred pounds Current Money
on account. He having given Bond to account for the same out of his Salary to be hereafter
ascertained.
In Council April 29th. 1789
John Chunk of Baltimore County by his Petition to this Board, sets forth that he was
fined six hundred pounds of Tobacco, and thirty shillings by the Criminal Court for the
said County, for selling spiritous Liquors without Licence, that the Offence was committed
through ignorance, the Petitioner conceiving himself authorized to sell Liquor under an
unexpired Licence granted to his Father who lived at that time with him—a transcript of the
Proceedings, and a Recommendation in his favor signed by three of the Justices of the said
Court accompanying the said Petition—The Board on full consideration of the Circumstances
do order and direct that the above fines be remitted.

On the question what part of the forfeited Recognizance of Patrick Mellan, shall be
remitted—determined for fifteen pounds.

On making up the Proceedings the Question was put whether the words "on the Peti-
tioners paying all costs attending the aforesaid forfeiture" should be inserted, it was Resolved
in the Affirmative.

In Council April 29th. 1789
Patrick Mellan of Baltimore County, by his Petition sets forth, that in December last he
entered into a Recognizance [p. 65] of twenty pounds for the appearance of a certain
Nicholas Walsh, who was charged with Felony to the amount of Three pence, that his Recog-
nizance was forfeited the following January term of Oyer and terminer for the said County,
that he was induced to enter into the Recognizance from the fair Character of the said Walsh
and the distressed situation which his wife and family would be reduced to if they were
deprived of their only support, it would reduce the Petitioners family to the greatest want and
distress should he be obliged to pay the Money—And the Justices of the said Court having
recommended the Petitioner from his inability to pay the Money—the Board in Consideration
