Wednesday 25 May 1791

The Council met.

Pres't. His Excellency John Eager Howard Esquire

The Hon'ble. Henry Ridgely—Randolph B. Latimer,

John Davidson, William Hindman and John Kilty Esquires

[p. 303] Ordered that the western shore Treasurer pay to Mrs. Ann Levascher widow of
Lieut. John Levascher fifteen pounds for three Months half pay due her the 1st instant,

That the said Treasurer pay to Mrs. Mary Hilleary widow of Lieut. Rignel Hilleary
Fifteen pounds for three months half pay due her the 1st. instant,

That the said Treasurer pay to John Shaw Forty nine pounds eleven shillings and ten
pence half penny due him per Account passed by the Auditor General,

That the said Treasurer pay to Lieut. Col. Uriah Forrest Thirty three pounds fifteen
shillings for three Months half pay due the 1st. instant.

The Board took into Consideration the Settlement of an Account between the State
and Thomas Russell Manager of the Principio Company's works when the question was put,
whether Mr. Russell shall be charged with interest on the sum of money appearing at the end
of each year to be in his hands belonging to the Company ?

Affirmative

The Hon'ble. Randolph B. Latimer and

John Davidson Esqrs.

Negative

The Hon'ble. Henry Ridgely

Wm. Hindman and
John Kilty Esqrs.

So it was determined in the Negative.

A further question was then put, whether Mr. Russell be allowed interest on his yearly
Salary as charged in the said Account

Affirmative

The Hon'ble. Henry Ridgely

Wm. Hindman and
John Kilty Esqrs.

Negative

The Hon'ble. Randolph B. Latimer

and
John Davidson Esqrs.

Determined in the Affirmative.

To which decisions the Hon'ble. Randolph B. Latimer Esq. gives notice that he shall
enter his Dissent.
