[p. 60] In Council April 15th. 1789

Nicholas Blacklock Esqr. Collector of taxes for Prince Georges County prayed the
indulgence which by an Act of Assembly passed at their last Session entitled "An Act to
empower the Governor and Council to compound with the discoverers of british property and
for other purposes" this Board is authorized to grant on certain Conditions, which Condi-
tions the said Nicholas Blacklock has complied with, and the Board being of Opinion that
he has used his best endeavors to discharge the balance he owes the State. Resolved that all
Proceedings at Law against the said Nicholas Blacklock or his Securities for the balance due
from him to the State for the Taxes in Prince Georges County aforesaid in the year 1786
be suspended 'till the twelth Day of June next.

Ordered that the western shore Treasurer pay to Edward Roberts Five pounds, twelve
shillings and six pence due him for riding Express per Account passed by the Deputy Auditor.
The Council adjourned 'till tomorrow morning.

Thursday 16th. April 1789

In Council April 16th. 1789

Whereas it appears by a transcript from the Clerk of Baltimore County, that at a Court of
Oyer and terminer for said County, in March term last a certain Hugh Brady Lynch was
fined for assaulting John Ingrain, and one shilling and three pence for assaulting Jeffrey
Dillon Shanley, and the said Hugh Brady Lynch by his Petition sets forth that he is very
poor and unable to pay the fine and fees, has a numerous helpless Family, and several
respectable Inhabitants of Baltimore County aforesaid certify to the truth of the facts set
forth in his Petition as to his poverty and helpless Family. The Board do therefore in
Consideration of his poverty and inability to pay the fines aforesaid Order and direct that
of the fine of four pounds for assaulting John [p. 61] Ingrain, three pounds, be
remitted.
