The Council adjourned till tomorrow morning.

[p. 276] Wednesday 23d. February 1791.

The Council met.

Ordered that the western shore Treasurer pay to John Davidson Esqr. for the use of
Christopher Richmond Fifty pounds Current Money due him for one Month's Salary to the
1st. instant.

In Council February 23d. 1791

It appearing to the Board on the Petition of Francis Cottier of Caecil County, and also by
a transcript from the records of the County Court of said County accompanying the Petition,
that he entered into a Recognizance in the sum of five pounds conditioned for the appearance
of a certain James Murphy at October Term 1789 in the said County Court to testify for the
State against Patrick Hines, presented for felony, and it further appearing to the Board by the
Petition aforesaid, that the said Francis Cottier not knowing that the non attendance of the
said James Murphy at the Court aforesaid would subject him to a forfeiture of the said Recog-
nizance, did not comply with the Tenor thereof; by which it was forfeited, and that the levying
the said forfeiture would greatly distress the Petitioner, and the Board being informed by the
representation of three Magistrates that the Petitioner is a person worthy of their interposition,
upon Consideration of all the Circumstances do hereby direct that the same forfeiture be remitted
upon the said Francis Cottier's paying all Costs that are incident thereto.
