In Council September 20th. 1790

Thomas Ward of Charles County by his Petition sets forth that he was appointed an
Overseer on two Roads in Charles County aforesaid, [p. 219] that some time after his
appointment he was thrown into Goal for debt and remained there for a considerable time, that
during his continuance in confinement there fell excessive and heavy rains which rendered the
roads over which he has the Superintendance almost impassable, that after he was released
under the Insolvent act from his Confinement he was presented to wit at Charles County afore-
said in June last for neglect in keeping the Roads aforesaid in repair and was by the said Court
fined in the quantity of five hundred pounds of Tobacco for the same, and that he is very poor.
A sufficient number of the Justices of the said County having certified their belief in the facts
above set forth, and having recommended the Petitioner to the clemency of the board it is
ordered that the said fine of five hundred pounds of Tobacco be remitted but upon this condition,
that all the Costs of the said Presentment be paid by him.
