His Excellency the Governor laid before the Board a letter of the 18th. instant, from the
Hon'ble. John Henry and Charles Carroll of Carrollton Esquires, containing an intimation that
almost all the States, had appointed Agents to attend the Settlement of their Accounts with the
Union, and recommending an immediate appointment on the part of this State. Whereupon

Christopher Richmond Esqr. is appointed Agent for the State of Maryland, to repair to
New York for the purpose of supporting the Justice and Validity of the claims of the said State
against the United States

Resolved that the said Christopher Richmond be allowed One hundred Dollars per Month
during the time he shall be engaged in the service aforesaid.

Mr. Jubb Fowler is hereby authorized and directed to keep in his possession, the Key of
the Stairs leading to the Gallery of the Dome, and to suffer no person to mount them without
being attended by himself or some person on whom he can depend to prevent damage to the
Stairs or Gallery.

The Council adjourned 'till tomorrow morning.

Tuesday 27th. July 1790
