In Council 7th. February 1786

The Board took into Consideration the Case of Robert Johnson of
Frederick County, who had recognized in the usual Form on the
21st. February 1781 before Philip Thomas Esquire One of the
Justices of the County aforesaid in the sum of Fifty pounds specie
for his appearance at the then next Term to testify as an Evidence
on behalf of the State against a certain Hugh Kelly who had also
recognized before the said Philip Thomas for his Appearance at
Court to answer an Accusation against him for uttering Expressions
inimical to American Independence. It appeared from a Certificate
from William Ritchie Clerk of Frederick County that the aforesaid
