A Petition from Philip Parks, was laid before the Board setting
forth that he and his Wife were recognized to keep the Peace
towards a certain Rachel Pierce, that being ignorant of the nature
of such an Obligation, the Recognizance became forfeited, in conse-
quence of which, the Petitioner has been put into Baltimore County
Goal where he now remains, That he is unable to pay the said for-
feitures Amounting to One thousand Pounds Continental Money,
and thereby rendered incapable of making any Provision for his
Wife and six small Children who are about to suffer for want of the
Common Necessaries of Life, And six of the Justices of Baltimore
County aforesaid having certified that they believe the Facts in his
Petition are truly stated and recommending a Remission of the
Forfeited Recognizances aforesaid, The Board are of Opinion and
do Order and direct a Remission accordingly.

Resolved That it is the Opinion of this Board, that no Claim
against British Debtors be allowed in order for Payment under
the Act entitled a Supplement to the Act for the Liquidation and
Payment of Debts etc. until proper satisfaction is given this Board
that the British Debtor has not Debts due him in this State sufficient
to discharge the said Claims, agreeably to the Act entitled An Act
to seize, confiscate, and appropriate all British Property within this
State.
Resolved, That the above Resolution be published in the News
Papers for the Information of all Such Claimants as aforesaid.
The Council adjourned 'till tomorrow morning 11 o'clock.
