design) did not renew his licence at the next August Court but con-
tinued to sell as usual until November Court when he took out
licence at which said Court he was presented for selling Liquors by
the small Measure without licence and fined on two presentments the
quantity of twelve hundred pounds of Tobacco, that he is possessed
of only two Acres of Land and has a Wife and four small Children
to support. The Board considering the Circumstances of the Peti-
tioner and his being recommended by five of the Justices of the
County do direct that one of the said fines be wholly remitted and
that five hundred pounds of Tobacco part of the other fine be also
remitted.

In Council January 16th. 1789
James Philips of Frederick County by his Petition sets forth that
he rented the house of a certain Andrew Kesler who had taken out a
licence to keep Ordinary and sold Liquors under the same but being
ignorant of the Law did not take out licence until November term,
when he was presented and fined for continuing to sell after August
term, at which term the said Keslers licence expired. The Board in
consideration of the Recommendation of three of the Justices of the
said County do direct that four hundred pounds of Tobacco part of
six hundred pounds of Tobacco the fine above imposed, be remitted.
