Commissions issued to Joseph Martin appointed One of the
Coroners of Talbot County, and to

James Porter appointed One of the Coroners of Caecil County in
the room of John Ward resigned.

[p 10] Commissions issued to Joseph Gilpin, Stephen Hyland,
Samuel Glenn, Samuel Miller, Elihu Hall of Elisha, William
Matthews, Patrick Ewing, Peter Lawson, Sidney George, Jeremiah
Baker, Nathaniel Rainsey, Michael Wallace, Richard Bond, Tobias
Rudulph junr. John Miller, Samuel Evans, Basil Williams and
William Ward appointed Justices of the Peace for Caecil County—and

Joseph Gilpin, Stephen Hyland, Sidney George, Natha'l. Ramsey
and Michael Wallace appointed Justices of the Orphans Court of
Caecil County.

The Board went into the discussion of the question, whether the
power granted by the Act of Assembly to remit the whole or part
of any fine or forfeiture imposed in any Court of Law, includes the
Authority of remitting fines appropriated and granted to corporate
bodies; particularly the additional fine of thirty shillings for selling
liquors contrary to Law, granted to Baltimore town, when it was
determined in the Affirmative.

In Council December 12th. 1788

James Griffin of Baltimore County by his Petition to the Board
sets forth that he was fined by the Criminal Court for the said County
at the last November term, six hundred pounds of Tobacco and thirty
shillings for selling spiritous liquors without licence; that the Offence
was committed through ignorance, the Petitioner supposing himself
authorised to sell Liquors under an unexpired licence granted to the
person from whom he had a tavern—the Petitioner represents that he
has a young family who would be much distressed by the payment of
the fines imposed. A transcript of the proceeding and a Recommenda-
tion in favor of the Petitioner signed by four of the Justices of the
said Court being likewise read, the Board on full consideration of the
Circumstances do order that the above fines be and they are hereby
remitted. John Davidson
