In Council October 14th. 1788
Matthew Hart of Baltimore town, by his Petition sets forth that
at the last June term he was fined on two several Presentments in
the sum of six pounds current Money each, for selling spiritous
Liquors by the small, without Licence, that the quantity sold each
time was half a pint, and that it was sold by one of his family who
did not know but that the retailing that Quantity was permitted by
the Licence he had taken. The Petitioner represents that the pay-
ment of these fines will not only take his little stock of Liquors
but probably the bedding of his family, and hopes in consideration
of his poverty and of the involuntariness of the offence, to be re-
lieved from them, and the Petition being accompanied by a Recom-
mendation from three of the Justices of the Court aforesaid and
likewise by a Certificate of the Petitioners poverty signed by a
number of Inhabitants of Baltimore, the Board on full consideration
of the Circumstances do order that the aforesaid fines be and they
are hereby remitted.

[p 358] Commissions to Edward Worrell elected Sheriff of Kent
County and William Osborn of Benja. elected Sheriff of Harford
County.
Ordered that the Western Shore Treasurer pay to Patrick Sim
Smith One hundred and thirty two pounds, eleven shillings and
five pence Specie agreeably to the "Act to adjust the Debts due from
this State" per Account passed by the Deputy Auditor due the 1st.
September 1787.
The Council adjourned 'till tomorrow morning.
