[p 338] In Council July 25th. 1788
David Armstrong of Baltimore County by his Petition sets forth
that he has for several years previous to the year 1787 exercised the
business of Merchandize, and in the beginning of that year was by
Suretyships and other misfortunes compelled to alter his mode of
living, that he proposed to keep a public house, and in May in the
same year applied to some of the Justices of the aforesaid County for
a permit which he found they had no authority to grant, That fully
intending to procure licence at the next Court he thought himself
excusable in taking boarders and entertaining them in the interim,
but being before the arrival of the aforesaid period, obliged by the
importunities of his Creditors to avail himself of the Act respecting
insolvent debtors, he became incapable of pursuing his intention, that
he has since been presented and fined by the Court aforesaid as the
Law directs for having sold and suffered to be drank in his house one
gill of Brandy, of which fine he prays the Board to grant a Remission,
the Petitioner is moreover recommended by all the Justices of the
Criminal Court for the aforesaid County as a proper object of
Clemency, whereupon the Board on full consideration of the Circum-
stances do order and direct that the fine thus imposed being six
hundred pounds of Tobacco be and, it hereby is remitted.
