The Council met.

Present His Excellency William Smallwood Esquire.

In Council July nth. 1788

Benjamin McKenzie of Baltimore Town in Baltimore County by
his Petition to the Board sets forth that he was presented to the
Criminal Court of the said County held in June last for selling
Spiritous Liquors without Licence, and was fined six hundred wt.
of Tobacco, and thirty shillings current Money which appears by
a transcript of the "Proceeding accompanying the Petition. The
Petitioner represents that he has been disabled by Sickness from
labouring for a living, that he is very poor, and has a large family,
and that without the interposition of the Board he must go to Prison.
Three of the Justices of the said Criminal Court having likewise
recommended the Petitioner as a proper Object of Clemency the
Board in consideration of his indigent Circumstances do order that
the fine of six hundred wt. of Tobacco above mentioned be and it is
hereby remitted.

[p 334] In Council July nth. 1788

John Baker of Baltimore County who was fined six pounds current
Money by the Criminal Court for Baltimore County at June term
last for retailing Liquors by the small without Licence, having set
forth by his Petition that he a Carpenter by trade, finding business
in a declining state was induced to sell Liquor to help to support a
wife and three small Children, one of whom is very sickly, that the
fine if paid will greatly distress his family, which is certified by a
number of Inhabitants of Baltimore County, and three of the Justices
of the said Court having recommended the Petitioner for relief, We
do order that of the said fine the sum of four pounds ten shillings
be and it is hereby remitted.
