202 Journal of the State Council, 1784-1789.

In Council June 26th. 1787

Reuben M. Daniel of Anne Arundel County by his Petition to
the Board, represents that at March term 1784 he obtained from the
Court of the aforesaid County licence to sell Liquors, and that being
under the impression that this licence gave him a right to practice
his occupation elsewhere, he went to Prince George's County and
during the sitting of the Court there retailed liquor, for which Offence
he was at June term of the Court of the last mentioned County,
fined on three several Presentments in the quantity of six hundred
wt. of Tobacco each. The Petitioner produces a Certificate from
the Clerk of Anne Arundel County testifying that he was at the time
mentioned actually Licenced. He sets forth that he is illiterate and
very ignorant of the Laws; his Petition is moreover countenanced
by the Signature of three Justices of Prince George's County. All
which being considered, the Board in regard to the apparent prob-
ability of the Petitioner's having offended through ignorance, do
order and direct that of the aforesaid fines, two amounting to 1200 lb.
of Tobacco be and they are hereby remitted.

In Council June 26th. 1787

William Newton of Baltimore County by his Petition sets forth
that being afflicted with an inflamation in his legs which rendered
him incapable of pursuing any occupation in which bodily strength
and activity were requisite, he determined to aim at supporting his
family by keeping a Tavern, that with this intention he repaired
to the Court House to obtain Licence but that before he arrived there
the Court had risen, that he then applied to the Magistrate for a
Permit to sell liquor until the ensuing Court, failing in which ap-
plication he was compelled by extreme want to begin his proposed
avocation; in consequence of which he was at May term in the present
year fined on three several Presentments in Six hundred pounds
of [p 244] Tobacco each, the payment of which he repre-
sents would be the ruin of himself and a distressed Family, and five
of the Justices of the aforesaid County having recommended the
Petitioner as a proper object of Clemency, the Board on full con-
sideration of the Circumstances do order and direct that two of
the said fines amounting to twelve hundred wt. of Tobacco be and
they hereby are remitted.
