In Council may nth. 1787
Whereas a certain Robert Nicholls was at Kent County Court
March Terms 1787 on an information filed against him fined in the
sum of ten pounds for travelling with and exposing for Sale sundry
and divers Goods Wares and Merchandizes contrary to Act of Assem-
bly, and it being certified to this Board under the hands of three of the
Justices of the said Court that it appeared to them from sufficient
Evidence that the said Robert Nicholls so far from intending to break
any Law of this State, had made an Entry of the small parcel of goods
in his Possession with the Deputy Naval Officer residing in Caecil
County, upon his first entrance into the State and obtained the said
Deputy Naval Officer's Permit to sell the said Goods, and had
been advised by the said Officer that no other Licence or permit was
necessary, that he has been detained some time and put to a con-
siderable expence in consequence of this breach of the Law, and the
said Justices having recommended a Remission of the whole fine,
This Board on full consideration do direct that the said fine of ten
pounds be remitted and do hereby order it to be done accordingly.

Ordered that the Western Shore Treasurer pay to Richard Lilley
Thirty pounds four shillings agreeably to the "Act to adjust the Debts
due from this State" in lieu of an Order of Council of the 12th.
October 1782 in the said Lilleys favor for Twenty four pounds,
