Commissions issued to James Maccubbin Lingan appointed a
Naval Officer of the Ninth District in virtue of the "Act respecting
the Commerce of this State Lo prevent Frauds in the Customs, to
direct the Duty of Naval Officers, and to regulate the Conduct of
Masters, and Mariners of Merchant Vessels" past last Session.
The Honorable Samuel T. Wright Esquire attended.

Friday 28th. January 1785
The Council met.
Present as on Yesterday.
Whereas it appears by the Representation of Isaac Vanbibber,
George Goldsmith Presbury, Thomas Elliot, and Abraham Van-
bibber Justices of Baltimore County, that Thomas Ramsey was fined
at the Criminal Court held on last September, the Sum of Ten pounds
for an attempt to commit a Felony and that being committed for the
fine he has remained in close Confinement since that time, that they
have reason to believe the said Ramsey is not able to pay the said fine,
and submitting to this Board whether the length of his imprisonment
may not be considered as a sufficient Punishment to entitle him to a
Remission of the fine imposed, The Board taking the same into Con-
sideration, are of Opinion that the said fine be remitted, and do order
a Remission accordingly.
