of the Public, occasioned, in great Measure, by the Want of a
circulating Medium of Commerce, and, by the Non-Payment of
the Public Debt, think it the most probable Mean to bring about
a Passage of the Journal, that there should be a Conference between
the two Houses, which it is hoped will not only effect that good
Purpose, and thereby restore Public Credit, but lay a Foundation
for the Emission of a Paper Currency. We therefore propose, if
your Honours think proper to signify your Approbation of the
Measure, to nominate some of our Members to confer upon this
Subject, with such of yours, as you shall choose to appoint.

Which was Read and sent to the Upper House, by T. Ringgold,
and S. Chase, Esq.rs

On reading the Amendments proposed by the Upper House to
the Bill for regulating Innholders and Ordinary Keepers within this
Province; this House doth not concur therewith.

On Motion of T. Ringgold, Esq Leave is given to bring in a Bill
to remedy the Evils arising from the retailing Strong Liquors in
small Quantities, without License, and for other Purposes therein
mentioned.

Ordered, That Thomas Ringgold, W. Allen, D. Wolstenholme,
S. Chase, and T. Johnson, Esq.rs do prepare and bring in a Bill
accordingly.

The Order of the Day being read, the House took into Con-
sideration the Petition of the Inhabitants of the Town of Baltimore,
in Baltimore County.

On Application of the Petitioners in the aforesaid Petition named,
and of Thomas Harrison the Person complained of in the said
Petition:

Ordered, That Leave be given to the aforesaid Petitioners, and
Thomas Harrison, to be heard at the Bar of this House by their
Council.

The House proceeded to examine Evidence in relation to the
Facts contained in the above Petition, and hearing Council Ordered,
That the same be taken into further Consideration, Afternoon.

B. Calvert, Esq from the Upper House, delivers to M.r Speaker,
the following Message, Vizt

By the Upper House of Assembly, Nov.r 19, 1766.
Gentlemen,

In Answer to your Message of this Day, by Mess.rs Ringgold,
and Chase, this House doth agree to confer with you on the Subject
Matter therein proposed; and, in Order thereto, hath appointed
Daniel Dulany, and John Ridout, Esq.rs as Conferrees from this
