Encouragement from our Laws in Being, but against Law, this House
thought Him very Tenderly dealt with by this Bill, in only being
obliged to make a sufficient Lock by the first Day of October next, in
which private Interest and public Convenience are intended, as far
as they can, to be reconciled We therefore hope that on reconsidering
the Matter, the same Reasons, that influenced this House, will induce
your Honours to wave your proposed Amendment.
