Your Up.r House of Assembly Headed by a Lieut. Governor
Hon.w, of real abilities & a just man & has exercised no Power But
with Lenity & truly the Members that compose the Up.r House
by you appointed, you have chosen provincial Gentlemen of the
real Best circumstances & the majority of them of the best Erudition,
all of fair & Honble characters; acknowledged in & by those here
y.t are conversant with the British Colonies in America & to be
part of Legislature the best appointed in the Colonies y.r Lordsps &
Ancestors and as may be said the Utile Domini to the Crown, have
held with Lenity the Reins of Goverm.t & rendering Pecuniary
Gratuities of Princely friendships. Both Public & Private to the
Provincial People, Testimony thereof now extant & Recorded &
Acknowledge by Sevl Acts of Assembly. Standers by say, See Why
Abuse ? why ? answ.d from Ambition, Self-interest, ab.t the Loaves &
Fishes, Malice, Envy & turbulent spirit, & imaginary Fantoms;
these are Crudities attendant on the chyle [sic] of Governm.t;
too often not recoverable but by Justice, w.h if needful will extermi-
nate my Lord Adversaries unlawful & undutifull Behaviour.
I've y.r Let.r to the Gov.r w.h I shall take care to transmit him y.r
Benevolent Expressions to him & to y.r Council State will please
them much, their Conduct is Essentialy just. Y.r Doctrine therein
to the Lo H — ab.t an Agent is truly observed, & good Advice to
them to follow & they Aught; But their turbulency is surprising!
follows the Argum.ts by messages from the Upr House to the Lo
House con.g the Bills sent from the Lower House ab.t appointm.t
of a Provincial Agent, Brief Extracts cited, & must Evince y.r
Lord.p of the false assertion of the Letr Writer ab.t Agent Bills
sent by the Lo.ps to the Up.r House, he says viz.t "And have not
these Bills always miscarried in the Up.r House? Why have the
Up.r House rejected these Bills without giving any reason for it, or
proposing any amendments? Answ.r The Up.r House has offered
to join Issue Sev.l times with the Lo. House, for the appointm.t of
a Provincial Agent, extant on their Journals & they say in Answ.r
to the Lo.r Abt an Agent viz.t "State y.r case as plausible as you
can, for the consideration of the Public: But if you will be so
candid as to allow the Upr House capable of being actuated by
any principles of Honour & Justice & Reason in matters where
his Lord.p is concerned, y.r Whole Reasoning falls to the Ground,
nor have we as yet denied a Passage to any other Bill for an Agent,
But that one in the Shape you sent it."
"All we contend for is, That the Concurrence of the Gov.r &
the Up.r House should be made necessary in the Nomination &
Appointm.t of the Person designed for that employment, & that
the Agents on Behalf of other Plantations are generally nominated
by the Legislature or Government. We cannot believe the world
