of imprudence to intrust any Person with such an authority &
Fund of Money as may tempt & enable them to betray that Trust,
& that the world may clearly see what we object to the Bill on this
Head, we must take the Liberty of mentioning some parts of the
Bill" "That the Person in whose hands the money shall be lodged,
shall pay such money to such Person or Persons as the Trustees
so to be appointed or to the Survivor or Survivors of them shall
order & direct & not otherwise, and that the money arising by the
Duty shall be applyed towards the support of an Agent at London
& to such other uses & purposes as shall from time to time be thought
necessary by the Trustees or the Survivors of it & not other-
wise." "Now let us consider the duration, Power & temptation
w.h the Trustees must have had under such a Law. 1.st not to be
removed from the Trusteeship during continuation of the Law, for
after the Speaker had once executed the authority of Signifying
the appointm.t of the Trustees there could not be another appoint-
ment before all the Trustees should be Dead & the Bill expressly
directs the Trust to be executed by the Survivor or Survivors'"
2.dly As to the Power it is with.' Bounds, they might have done
either as much or little as they pleased, not one thing noticed as
the Business of the Trustees except fingering the money & making
some application of it (But not mentioned how much to an Agent)
so that one would be apt to imagine that Bill had been calculated
principally to gratifye the same Trustees."
"3dly Let us examine how they might complim.t each other out
of this Fund & not acc.ble for Embez.mt or misapplication. The
Sixpence p.r Hh.d on Tobacco may be calculated at £700 p.r Annum,
former salary to an agent a £100 p.r Ann: But supposed this in-
creased to a £200 p.r Ann: sterl.g those then w.d remain £500
p.r Ann: in three years £1500 Sterlg which they might dispose of
to such purposes they think necessary, to the Province or their own
use, accountable only for no more than they might think fit to give
their agent that the Law was very express they should have Liberty
of applying the money as they judged necessary, is sufficient for
